When Turtling Goes Bad

Maybe you have played Moloch maybe not, but he likes to turtle and mess around so I rushed him to beat him for the first time I can remember.
Note his wasted fleet and subs at the end which run out of time to get to me, securing me the win.

I've played him a few times in recent weeks, and I think he's more of a converted diplo player than a true turtle. And I think he's kinda new. He's definitely susceptible to being rushed though.
