Deathrow Glitches: May be already address?

I'm new here and not sure if this has been address yet or not, so please bear with me. I recently decided to begin playing with a Deathrow, at first, it worked fine, but as max prisoners came in the deathrow prisoners I had became max and those coming in became max as well. Is this going to be fixed?

It is normal that some deathrow prisoners are converted to max security or even released due to their appeals. But all? That's too much.

When I set up deathrow and had NO MAX it worked fine, but then as I continued and max came into play every time a deathrow person came in they changed to max whereas before this didn't happen. I tried different things since posting trying to figure it out and the only thing that is continual is when max are in my prisons deathrow converts. -.-
