A video phone is an object which functions as a telephone. It fulfills the Family need better, but costs more, and requires more electricity.

It can be unlocked through the Surveillance bureaucracy.

This is a good idea....I know some places which do not allow visitation at all. Instead they have remote visitation via video phones which are recorded. When family comes to visit they go into a visitation center which is nothing but banks of video phones that link back to a similar unit in the housing unit. Maybe this could have a calming effect on some prisoners by give some of the a "Long Way from Home" trait meaning that they were shipped in from along way away and rarely receive visitors. Thanks to remote visitation then their distant family can have regular video conferences via the internet which helps meet their family needs and gives the bonus comforting effect.
