Frustrated at getting Women & Nursery to work

I downloaded the latest. However, when I play I do NOT have women, nursureys or other newer updates included. I cannot get my head around this. Can anyone please suggest a solution?
I tried to email support but whatever they say, which is little, I cannot see anything new. I am sure it's my fault. I wiped my computer clean of previous installs, downloaded the latest, extracted into my directory, ran it and all is the same.
I run on PC. The version shows 3a pc vanilla. Thanks for your input.

Did you start a new prison? You can't get women in an existing prison for male inmates and it won't show the family cell or nursery either because men don't need those. On the create new prison screen, you can select the gender on the left side.
