Can't connect cell block to canteen?

So I've tried rezoning and rezoning and rezoning, but for the life of me, I have 1 cell block in the Min Sec section that refuses to connect to the canteen! Can anyone shed some light on what I might be doing wrong? I can provide my save game.

simple make a right click at the cell block in food logistics view to reset connections to auto. You've made accidently 2 left clicks.
