Help: For some reason Utilities is locked by Bureaucracy

Utilities is locked by Bureaucracy, I don't know why and Fog Of War doesn't work anymore too. :/

As far as I know, the utility-lock is only there when the savefile is bad, try opening it up and ensure that these 2 lines are there (somewhere in the first 20ish lines):

EnabledElectricity true
EnabledWater true

Fog of War is currently bugged in alpha 11 it seems, meaning its impossible to start a game without it on, but I don't know if thats what you mean. Anyways, try:

EnabledVisibility true (or false if you want it off)

I want to have FOW on but it's off for some reason I don't know. It worked at start but then I saved and loaded and it was off.
