[SUGGESTION] Electric fence
If we run an electric cable to a fence it should make it an electric fence. Think of the possibilities!

You can bet they will - tunneling is already coming in next build according to Chris.
I like the idea - but they'd have to short circuit the relay they are attached to - so whenever someone got fried, you had to manually re-boot the generator circuit attached to it.

Maybe something like a stun-lethal fence like they have in some real prisons. This would require three components:
1. A no-mans land or restricted patch of ground near the fence (something like a different material or just plain dirt)
2. A fence supply that also monitors the status of the fence and allows the fence to be turned off and on
3. The fence itself (different from the normal fence)
Here are the steps for an attempted escapee to get electrocuted:
1. The convict enters into the no-mans land. If he's seen by a guard they automatically move towards him, but the gaurds will not actually approach the no-mans land if the fence is on. At that time if the fence is turned off, they'll move in to take away the convict.
2. If the convict touches the fence ones, they get hit with a stunning level of electricity (thousands of volts but current-limited to prevent real damage). There's an 80% chance this will knock the prisoner unconscious. Once the prisoner is hit, the fence supply will automatically alert guards that something's happening at that specific section of the fence (the way it works in real life, to my understanding).
3. The convict may get second thoughts once he regains consciousness whether or not he is immediately apprehended. He may never attempt it again, and it would influence the other prisoners not to attempt to escape that way.
4. If the convict touches the fence again, what happens next is a matter of chance:
10% - knocked unconscious again
30% - recieves severe electric shock, knocked back (needs immediate medical treatment for inujries)
60% - is electrocuted
It looks like Arizon has real-life S/L fence systems in place. Here's a PDF document on their safety/operation:
