I think it would interesting to have electrical items, such as cookers and laundry machines, draw two levels of power from the grid. When not in operation, they could draw a small amount. When being operated, they could draw a much larger amount.
In combination with logic circuits and timers, you could micro-manage where power goes and when.

That would be both amazing on a logic and strategy scale.
Can you just imagine it? Your prison works fine until you re-arrange the schedule with too many power-using events and then.. BAM, power is out.
It's one thing when it happens as you add new items, but just randomly due to ignoring your usage, without adding any new power items? That itself would be terrifyingly good to stir up a prison.
