I wanted to take a look at PA again after a long pause. I stopped playing a few updates ago because I really can't enjoy the game when it forces a specific play style on me with the cell grading, which I unfortunately don't particularly like. I saw that when starting anew prison in the menu there are checkboxes for all kinds of stuff, but not for cell grading.
Is there any other way to turn cell grading off? Some value in the .ini maybe?

no there is no way to cut it off. After playing analyzing a while im just ignoring this. sometimes prisoners are assigned to holding cell obviously there are free cells available.

I think if you make all the cells just as good thats the same as not having grading.

I've largely ignored it so far and it doesn't seem to cause any problems, so long as you're meeting the rest of the prisoners needs.

That said, you might want to make a few top quality cells and balance them out with tiny cells. You will need a lot, though.

I dont care about grading. If I have a capacity of a lot I dont care about the quality just quanaty

Personally, cell grading is something i've wanted to see be made optional since it was first released. I like to design prisons where essentially all the cells are exactly the same (except supermax and death row).
I provide all of the prisoners needs with other rooms and the cell should be a safe place to sleep and that's it.

There is a research under Lawyers about small cells that affects cell grading requirements. I've never tried it but I imagine it will do what you want to some extent anyway.

It lets you make grade 0 cells. I found it very useful to drag the average down in addition to the regular, bare bone 2x3 cells.

This. If every cell is identical, cell grading won't come into effect. Then, prisoners won't feel bad about being in a horrible cell, and won't feel good about being in a nice cell. Guards will just escort newcomers to the next available cell when they come in.

Okay, I actually don't really see this thing working. At all. Days and days and days since I added some top-quality (up to 8, with one 9) cells, and I have right now one inmate who "deserves" a 10, and some unused 8 cells... and no reasignment. I don't see reassignment happen.

I am not sure I understand why you want to turn off cell grading, or maybe you don't fully understand how it works.
So, say you build all your cells identical, using the lawyer to reduce the size to 3x1. This will make all your cells grade 0, so the average will be 0. This means that no prisoners will have negative mood due to their cell, since they all have the same.
If, in the same example, you decide to build a few larger cells, with a few luxury, your more deserving prisoners will be moved there, and will be happier, since the cell is of a higher grade. The opposite is also true, if you have cells of lower grading that the average, your least deserving prisoners will be moved there.
What I don't understand is why you say that "it forces a specific play style". It either doesn't change how your cell works, or helps to make it more stable.
