Unless you by chance have the rights to redistribute that content, then no, I'm guessing you may not... Maybe look around the webs for some alternative, free to use soundtracks. That or spam Introversion until they notice your request and give in!

If you're just using the Object.Sound() to play a sound from the game (eg. music, sound effect, whatever) and not actually distributing the audio file in your mod, then yes you can use the sound.
