Where did all the legendary prisoners go?

I am playing a new prison on the current alpha. I have had around 350 total max sec prisoners come in, and no legendaries. What % of them are supposed to be so? Is this an aberration?

with the old alpha i had around 1% .... but random is random.

Games that rely on random can have huge problems with the 5% margin of NOT having gotten something YET ...
if they have millions of players. 5% of the players can easily mean half a million complainers.

Let's see:
1% chance 350 prisoners => 3% (0,99^350) chance none of the prisoners are legendary.
While unlikely, the chance is still way higher than winning the lotto.

I think I have 2 or maybe 3 in my about 550 prisoners.

My latest prison which grew to ~450 in alpha 29 had 0, I've never seen one at all.

Just a silly question: How many Max security prisoners? 350 or 450 normal security or max?
With me, i had 3 with all 3 being a max security prisoner.

A good point, I usually run normal and high risk once the prison is up and running so I wouldn't see as many as others might.

I've had roughly 600 max sec prisoners, and still zero legendaries. Something is wrong here.

Also- I've had only two snitches come in. That is way too low. As of now, there is no need to have a protective custody wing. The only way to increase the number of snitches would be to intentionally blow the cover of informants, which is annoying and super gamey.

Snitches are more common in low and medium security. You'll barely get any on maximum security, although ex law enforcement and ex prison guard seem to be somewhat more common.

As far as legendaries go: I have processed around 1300 prisoners now, from which 300-ish medium prisoners I think. I have had 4 legendaries so far. That's 1 in 250 prisoners. It is likely you will encounter one in 600 prisoners, but it is all based on chance.

If it is purely based on chance, the devs might want to consider a deck-of-cards approach. One makes a deck of 250 cards with one legendary prisoner and draw from the deck. When the deck is below a certain treshold, you shuffle in another deck of 250 cards. That should make extremes where someone gets no legendaries in 600 prisoners less likely.

I've only seen Legendary inmates from High Risk intake. The only snitch I got who was High Risk was a legendary and a cop-killer. A legendary, cop-killer snitch. That was interesting.

The occurrence of attributes is really random. In my attempt at a 2k inmate prison (gave up due to extreme slowdowns at 1400) had 1 legendary after about 800 inmates. Between 1000 and 1200 inmates, 8 more legendaries turned up including the above mentioned lovely guy.

I started playing a high risk intakes only prison since A30 released.
Got about 130 prisoners, 2 of them are legendary and 2 snitches.
seems its random.

I've actually come to a point where I just don't care about the snitches and ex law enforcement, I just let them get killed so I don't have to worry about them

I sort all incoming prisoners with ??? reps into Protective custody until I have the time to check with a CI to reveal them. I got tired of not finding them until they were dead.
