Can't unlock anything in Bureaucracy?

Either I don't understand how it works, or I can't unlock anything in the tech tree. For instance, I put the money into unlocking health, but then it just sits there and says "5:59 to go" or something like that, and it never changes. Is that just not working yet?

Also, it is unclear to me whether this is 6hrs of game time or real time.

It's game time, not real time.

There's normally a reason it sits on 5:59:
* you haven't actually employed the staff member who does the research
* or, you have but they don't have an office
* or, they do but care currently researching something else first

If above doesn't solve the issue, try clicking it again - is it highlighted? You can pause research IIRC by clicking it/ un-highlighting it

yea you need atleast 5 offices for all your special staff members to work (warden, accountant, chief, foreman, and psychiatrist)
