I feel as if the 3v3's is what made the community stick together, though i think it was beginning to slide down before those games stopped.
I can still remember that game where ghost and rad heroicly defended the indian ocean, while i chomped on all the free points that game. Good times...

I have a idea. Why the hell doesnt evry former Defcon palyer come back to the game. End of story.

2 reasons i can think of:
1) Summer!!! Got to enjoy it while it lasts
2) Other games may have caught their interest

Well as in youre first point yeah that is true and about youre socond point i do play other games howewer defcon is the game that i always come back and play a game a day depends how it is. Howewer even though if you enjoy summer to the max i am sure you can have that 1 hour of time to play. But it depends in witch area you are as in when are the games mosty on like either at night or at day.

Which has reminded me of a 3rd and 4th reason which i couldn't think of previously:
3) Same reason as number 2 really, but people have probably just lost interest in this game and have moved on. We can only hope they take interest in this game once again. (including senator if he yet lives )
4) Time zones, as you already stated it all comes down to where we live. I think that (this is a complete guess) half the players of this game live in the US/South America, while the rest are in Europe/Asia, and by the time people in the US/South America are online, most of Europe is winding down and going to bed, and Asia is either way deep into the night or just waking up in the far east. (You could say the simple solution to this is to stay up and do all-nighters, but i just love my sleep, and i have done too many all-nighters to the point my body clock is broken )
Speaking of time, i thought of a 5th:
5) As you said maybe people can spare 1 hour of play, this maybe be enough for a 1v1 duel with territories close to each other, and maybe a blitzkrieg like 2v2 if the territories are close and people are to lazy to go in depth with their plans. But come for 1v1's that may be long distant, and 2v2/3v3 games where people will be using complex strategies, I have to have at least 2 hours spare when everybody readies up, otherwise i am risking having to leave the game and as of consequence, mess the whole game up for everyone else playing.
So yea...plenty of factors to take into account there. :/
