My recommendation before giving yourself unlimited money is learn how to play a game 'normally'. Videos on Youtube were immensely helpful to me when I started. This will help you to understand how you need to plan and help you come up with your own unique style of prison. After you know how to play the game 'normally' that's when giving yourself unlimited funds gets fun because you'll know how to keep the population under control and to build efficiently. Currently your foundations are massive and the prison has the feel of having random items tossed in it with no real plan. I know I had that problem for awhile but like I said just try watching a Let's Play or two of PA and it should help you understand what it takes to build a proper prison.
Yes, that is a penguin with rabies. Deal with it.

Looking through the steam workshop should also give you a good idea on other prisons so you can get some tips.
All in all it looks alright but your prisoners have a long way to go anywhere due to the length of your main cellblocks.
I personally think efficiency is one of the most important things to aim for.
My most efficient prison to date
You may get some tips from the above prison. Not trying to plug but this will hopefully help you get some other ideas
