The Sims (Lets say the first one) had quite a good method which allowed you to toggle between the levels and only build on top of an already existing foundation. I'm not expecting this to come out anytime soon as I don't think the game could handle it on a large map as there seems to be a few performance issues, but I'd quite like to see it make an appearance. No harm looking into it once they've pushed out the more important content and updates.

It's absolutely possible to do, but would take a fair amount of development time for not a lot of payoff. I could see it being added later in development, when more of the core systems are in place and there's time to work on less critical stuff, but for now it's just not worth it.
