Daily budget issue

i tried to hire some more staff but its won't let me to have more staff - i have plenty of budget and even costs every day is $1.500 per person
so any workaround?

Hire an accountant and you can go over budget. Fire some staff if you can't hire her now then start hiring again.

I usually finish to build all the essentials in my prison before I finish the cells so prisoners wont arrive, when I think that everything is ready for them I fire few workers and I take guards, once prisoners arrive you wont have problems because your daily income will increase and you can start to hire everyone you need.
