Don't think it's a game. Looks like it's made for IT security people than actual criminal hackers, though I'm sure some people will use what they learn from them for crimes. If only they had a faq...

Already bookmarked them. I might check them out further now that I have some free time...

HackR was a hoax, a few years ago. The site you linked to isn't the same thing that was made up back then.
So yes, the one you are thinking about is vapourware, although I'm not sure it even qualifies as that, since it was never planned on being made in the first place.
