exoSyphen has added certain target and instructions for the missions. Boring hacking is only finding a target, hack, do whatever you want. That may be the reason why some people say it's fun because you look like you're in a corporation.
But you won't be able to buy softwares at your own will because you will run out of money.

The legality of stuff depends on the country you're in.
It doesn't as much with software (downloading software is illegal everywhere I know), but it does differ a lot with music.
In Israel, for example, downloading music is CONSIDERED illegal, it can be proven to be legal, if you wish.
That's because there's a law that indicates you may copy music from a friend, for your own pleasure (not sell it, though). That law was written before there was download, I guess. Right now, there are many discussions about changing those laws, but meanwhile, one can say that when using a P2P software he's merely "transferring music from his friends to his own data storage (the hard disk, that is)".
Of course, people do understand that it's basically illegal, and not many actually know about that flaw in the law. However, it does mean that the police doesn't care if you're downloading stuff. It's not like in the US...
