Pre-installed software has gotten kind of ridiculous, I agree. It typically takes me a couple hours to clean most of the stuff off a new system.
As for reformatting, if you're running Windows Vista / 7, Windows Update does a pretty fine job of finding drivers for everything. The only thing I ever have to find by hand is video drivers.

This program comes to mind, works well to get rid of a lot of PC bloatware that comes pre-installed when purchasing a PC from a retailer (but sometimes, not all)
