So....hadn't we already established that pretty definitely? Also, reconstructive surgery is still aesthetic - i.e. "I'd prefer not to have a whopping great hole where my nose should be." This is distinct from "I don't like my arm." Thus removal of functioning sex organs can not really be defined as cosmetic or reconstructive (notice the re-, not de-!) surgery, and thus is not plastic surgery. However, people getting 'sex changes' may well also receive cosmetic surgery - breast implants and the like, or indeed cleaning up after the main operation. So, while sexual reassignment may involve plastic surgery, the area which relates to voiding the 'lifting of the skirt' proof involves more than simply plastic surgery.
