I think that only USSR and USA have Nuclear weapons (if we speak about Cold war's time). If we speak about modern then:
1. USSR was crashed. Now it is Russia
2. Bothe China and Pakistan have no many Nuclear missle in comparing with Russia or USA.
3. I want not to separate Europe on France, England, etc... I want to see European Alliance becouse the power of France (Englan or Germany) is lower then Russia, USA or China.

Total list of countries:
1. Russia (or USSR)
2. USA (may be with Canada)
3. China
4. Europe
5. United Soth America
6. Arabian alliance (Iraq and Iran as the heart of it)

If count of countries may be more 6 then:
7. Australia (may be with Oceania)
8. Africa
9. Japan (but it has near China that is why it has only 9 position)

Now, the only thing which could be better would be some chinese martial arts RPG, like DBZ thing only without the so-lame-it's-almost-gay-pride-parade world/chars/plot/etc. dbz shit, so you can end up with a char capable of doing a hadouken and frying an entire planet.
