How can I add a playable power?

I am checking out "coldwarpolar"

It's a nice mod for cold-war situations.

However, I would need a total of 4 players: One pseudo-allied player per superpower, for a complicated reason.

There's only 3 players for this mod.

So how can I add pseudo-playable powers (that would only serve as allied spectators)?


I found this in a mod guide:
First up, residing in 'data/earth', are the territory files (africa.bmp, russia.bmp etc.). These specify exactly what territory each player controls.

But I don't know how exactly I am supposed to modify territory - do I just draw some white spaces to the currently all-black .bmp of maps like Africa or South America?
