Best digging tool?

What is the best digging tool? I go well with spoons, but it seems they cannot start a tunnel. Is that intended or a bug?

I've had the best luck with the pickaxe from the workshop so far. And I believe you can start a tunnel with a spoon, your character just needs to be fully on top of the toilet to start the hole. It's kind of hit-and-miss on the placement when you go to right click.

A shovel from the forestry, if you can sneak it there or outpace the guards investigating why you set off the metal detector and stash it. The pickaxe is undetectable, so it is a great choice.
