Don't knwo if everyone else uses the Esc-Esc feature as much as I do, but sometimes I've had Defcon minimized for so long I forget it's running and go to double click the start-up icon while the game is already running. At which point a number of runtime errors occur; the second instance doesn't run, of course, but the first instance then gets all sorts of wonky and I usually have to reboot my WinXP to get a decent, working instance of the game.
So yes; a simple sanity check on game start to see if a defcon.exe process is already running (and to quit if there is) before it gets into trying to load the c++ libs would be very, very nice.
