New Game Mode: Rogue State?

Since it sounded like it would be really hard to just mod the game to do this, maybe it could be part of an expansion/patch in the future.

I had an idea for a mod, but have little idea if it could be implemented. I'll toss it out and try to get feed-back.

Basic game scoring
The game operates kind of like how "rabbit" games in first person shooters work. One person is "it" and everyone is after them.

In the game one player is randomly chosen to be a "rogue state". No one knows who it is except the player, though maybe you figure it out after defcon 1 is reached. This player is the rogue state. The Rogue state operates with something like genocide scoring. The rest of the players obtain -1 for deaths, -1 or 0 for kills, but gain points for nukes left and collateral damage incurred.

game philosophy
Basically, the idea behind this scoring method is to somehow mimic Just War theory in the face of modern terrorism states. That is, a terrorist state, like the suicide bomber, is out to kill as many as possible, without regard to what happens to their own person. This explains the scoring along the lines of genocide.

However, under principles of Just War, it is never just to intentionally target civilians (hence -1 or 0 for kills). It is also a principle of Just War to use proportional response (hence more points for fewer nukes used). Having also a desire to protect ones own citizens, there is a penalty for deaths.

so the idea is that most modern nation states keep operating under the principles of Just War and try to deal with the Rogue State as best as they can. This wouldn't preclude pre-emptive strikes by non-Rogue states, I don't think, because if you know you're not the Rogue state, and can still get points for incurring collateral damage, you are motivated to recon and disarm any of your opponents because you won't know until you see cities getting wiped who's getting poitns for civilian deaths.

Mod Logistics
The mod would depend on the ability to have two separate scoring regimes. one for the rogue state and one for the rest of the nations. I don't know if that's possible. It would also depend on randomly selecting 1 or 2 Rogue states and keeping that secret from the other players while alerting the chosen players. It would also need significant play testing in order to working out the right scoring balance so that the rogue state doesn't win too easily or lose too easily. The rogue state(s) would be at a great disadvantage once it was found out who was who.

Of course, if there were two rogue states who weren't allied, once one opened up and the response against silos came in, the second rogue state might sneak their own nukes onto the first rogue's cities in the ensuing commotion. Another potential play option.

Anyways, this was my thought. I found the game fascinating because of the moral calculi that are present in the scoring modes available at the moment. I thought bringing a mod around that actually exhibited the differences in values between states which do and don't operate by Just War principles would make for an enriched play experience. Comments are welcome.
