How about allowing aircraft to land in allied carriers or airbases (with their own queue so as not to impede an ally's capacity).
The catch is, if backstabbed, all aircraft currently sitting in your ally's units are confiscated. The confiscation rate would be, say, one aircraft every two minutes.
So, when alliances change, all ally planes in your hold become grayed out and one by one (per landing zone) they join your fleet (as they're refurbished and recrewed with loyal aircrews). The amount of bombers and fighters on carriers or airbases would be allowed to exceed their limits only through this mecanism, like a sort of supersaturation. Once these planes leave, the usual limits would still be in place.
