Jailbreakers rejoice!
I've managed to import my 143 prisoner-prison into my iPad-PA. You just need to have a way to access the saves folder of the game, which is located at "/var/mobile/Containers/Data/Application/2FC44001-5202-4C4C-9A20-715CE650EB25/Library/Application Support/saves" (at least for me). The game shows the location in the load/save menus. I uploaded the .prison file through iFile although any other program which can access the iOS filesystem should work too. I haven't tested if it's possible to import saves via iTunes.

Seems to work fine so far although scrolling and zooming became a bit more laggy.

You shouldn't need to jailbreak to access the device file system using something like that, so this should work regardless. Haven't tested importing a prison personally though.

Be weary. I just tried to import a very large prison from my PC to my iPad 2. PA just bombs out, as expected. I can only assume that it's due to memory starvation, but I'll need to nab the logs to double check.
You don't need a rooted iPad to be able to access the app's /Application Support/saves directory, but you will need to be smart about what prisons you import to the device...
