So I would like a mod where there are stories in the game like how modern prisons are where there are cells built on top of each other. But the problem is I don't know how to make mods so can someone make it or teach me how to make it.

You mean campaign missions?

Also with the cells on top of each other would be impossible, youd literally have to rewrite prison architect with better rendering and pathfinding...
