Scheduling a reform program with lua?

I wonder if it is possible to add a reform program on the prison schedule with a lua script. Probably asking too much here, but does anybody know if this is possible?

I've added a reform program to my mod before, but not with lua. I'm wondering if your asking if it's possible, or if it's possible with Lua only.
