[Help]Question around UI/Schedule Modding?

So, I got to thinking while doing some micromanagement with deployments in alpha 28 that it would be nice if I could set a 'custom deployment schedule' to a 'regime action', rather than just matching the numbers on the deployment slider to my regime. I write code for a living so I thought a mod for this might be my new holiday project, but I took a look at the wiki article http://prisonarchitectwiki.com/wiki/Modding_guide and don't see a place to begin modifying this kind of stuff. Is there a different set of docs I should be looking at, or possibly I'm blind?

Maybe I was being to ambitious, so I have two questions.
1). For you modding vets, is this possible with the existing script?
and
2). If not, is there a better place to put this suggestion? I didn't see a suggestions form and I don't have access to the developer form.
