My mod doesn't download?

So I created a mod yesterday that changes some sprites in people.png. There is a manifest.txt and a thumbnail.png included. The mod works in the game when I put it in the mod folder manually. I uploaded it to workshop, it appears to work, I get the success confirmation and a page on the workshop. Everything seems fine. If i remove my manual installation and then subscribe on steam, nothing downloads. I just cannot get the mod to download from steam even though it seems like everything is fine. Any advice?

I have this 'problem' to.

It finds its origins in the fact that steam records your userid when playing, as does it record the userid of the modauthor.
After doing this steam's 'AI' thinks 'oh lol, this is the author of this mod so he or she must have the files themselves, and i don't want to overwrite files that are under progress everytime the game is started because it would cause serious conflict.'
If steam overwrited your files everytime you would be needed to upload the files first to be able tot test them, which obviously isn't functional
Edit: of course you wouldnt be able to upload the second time anyway, because you have to upload through the game itself which in its turn would have already reset your files...

conclusion: steam doesn't download because you are the author.
