Just checking the overview of the modding procedure. For the sake of simplicity, let's suppose this is a mod I want to make for my own game and not share, so we don't have to mention manifests.
So, I want to change the minimum size for a kennel to 6x6 tiles. I have unpacked main.dat and found materials.txt. Within that I have found the kennel definition. Now I copy the entire block that starts "BEGIN Room Name Kennel" thru "END" and paste it into a new text file called MyMod.txt. I edit the line "BEGIN Requirement Type MinimumSize x 5 y 5 END", and save MyMod.txt to C:\Users\Inge\AppData\Local\Introversion\Prison Architect\mods\.
Is that the right idea? Or do I have to literally copy the whole of materials.txt to my mods folder, with just that line edited?

Yes, but you need to put it into a data folder and then saved as a materials.txt instead of "mymod.txt".

So it won't load at all from the mods folder without a manifest?

You can put in a description folder thingy with a picture without publishing it. Then you just have the data folder in yourmodnamehere folder that´s in the mods folder.
