ROFL doesn't intend to distribute this mod beyond a few people - myself included. The grid references are there for a number of reasons,
most importantly they are used for in 2v2 when talking to one another we can instruct, "subs at F7-4" and so on.
They also give reference points for where silo fire first meets fighters. They are extremely useful.

This may be a stupid question (I haven't played Defcon in ages, so I am not entirely up on the latest and greatest in strategery), but why is the "V" for?

in the explosion? Looks like a timer or something.
Could just be to point out where the center of the explosion is.
