Think you misunderstood me. A nuke always kills half of a city, no matter how big it is.

Thatswhy I said raising population will make a nuke kill more. It will kill more in absolute numbers but it will still be 50%.

Or in other words: 50% of 50 is closer to zero then 50% of 200.

10mil ->NUKE -> 5mil. 5mil kill, distance to zero: 5mil
5mil ->NUKE -> 2.5mil. 2.5mil kill, distance to to zero: 2.5 mil


Anyway here is my best tip to reach zero population. Set CitiesPerTerritory to 1,2 or 3.
