For those who don't know how to get rid of the music but really want to, here's how to do it.
1. Open C:/Program Files/Defcon.
2. There is a file called "main.dat." Change the "dat" into "zip." It will tell you a warning. Just Hit "Yes." It should then become an actual ZIP file.
3. Extract the contents. When that's done, look through the files; there should be a Text Document called "sounds." Open the file.
4. There will be a section:

YOU ARE TO DELETE THIS SECTION. Make sure there are 2 extra lines between the PRECEEDING object and the PROCEEDING. Save the changes, and copy the file (Ctrl+C).
5. Now, in the Mods folder (C:/Program Files/Defcon/Mods), open one of the Mods files, if any. If you don't want to put the file in any of them, create another Mods folder. Name it whatever you want. Open the folder and create another one called "data." Paste the Text Document in here.
IF EVERYTHING IS DONE CORRECTLY, DEFCON SHOULD PLAY WITHOUT MUSIC. IF IT'S STILL PLAYING MUSIC OR SOMETHING ELSE WENT WRONG, THEN YOU MESSED UP. CAREFULLY REREAD THE INSTRUCTIONS.

Setting the volume to 0 removes all sound, not just the music. However, you are right that this has been brought up before, and that there is an actual downloadable mod that can be found by searching the forums or Googling for it (I believe it is called "No Sound" or "No Music"). That, and the fact that the .dat files are not .zip archives, but rather, they are .rar archives.
