City Placement Issues

Hi all,
I've been working on this mod for the last couple of days and honestly I'm a bit stumped. There are a number of cities in my cities.dat file which fail to appear in game. I've tried modifying the population scale, adjusting the location values, forcing certain game options for city numbers, and increasing landmass size, but so far nothing has worked. Anyway, at the link below you can download the mod all packed up (incomplete of course). If anyone has any insight into what's preventing the cities from showing up I would really appreciate the help!
