Reduce game speed to less than 1x?

I just returned here to look for a way to decrease game speed to slow-motion (less than x1 game speed) for a WAR ROOM setting involving decision-making processes between multiple participants per party.
Do you know if this lower limit is hard-coded, or actually easy to change?
As of now, I have modded the pause symbol invisible, so you can actually pause the game without people noticing on the big screen. But this is just a make-shift solution and requires a controller to pretty much pause/unpause at various intervals so people don't notice it too much.
