Oooohhh, I have been spending many a' time trying to obtain a working link for this fantastic tool! So I ask if there is any way for it to be fixed?

If anyone is still looking for this, through the power of archive.org and some google-fu on my part...
I found a copy of DEFCON ModSuite v11f (supposedly the most up-to-date version) on zach's site:

I know this post is over a year old, but Kyodan, I thank you from the bottom of my heart. I've been searching for this tool for over a year and it works! Beautifully! Finally I can introduce my friends to Defcon with wonderful homegrown mods
