It's an alternate to Defcon, that used to be in use by the British.
It escalates from White to Red in level of threat. :P

Our level sucks, itsnowhere near as good as American DEFCON... still, interesting choice for a name, I was just thinking about that yesterday.

You mock our system, but it's very much the opposite way around below Black Special, where the terrorist threat level is is assesed - the UK use Critical through to Low, which, in comparison to the US Homeland Security Advisory System, a system based on colours (sorry, colors), makes us look rather refined.

But then the DefCons are all so cinematic, so do win hands down.

The name could also have a slight double meaning, since Bikini Atoll was a testing ground for Nuclear Weapons in the 50s and 60s
