Defcon Font Glitch

I'm sorry, I know this has been posted before, but I have no freaking idea how to fix this. I have no idea why it SHOULDN'T work. I can't use mods or changing settings because I can't see anything.

I had my graphics card texture settings set for Performance mode - replaced it with Balanced, and life is good.
