The 'loop' function is the running server. You can simply use the start menu to get around, the following menu entries in the Dedcon submenu are of interest:
-Documentation: a small text file giving you details on how to run servers and how chat commands work. It's not the whole documentation, though, the rest is in
-Sample Config: all configuration items you can put into configuration files explained in detail. It's long.
-Edit Settings X: opens an editor where you can edit the server configuration. Use the knowledge from the sample config here.
-Dedcon Settings X: launches the server with the appropriate settings.

In your regular start menu. Start->All Programs->Dedcon. But you won't be able to do anything interesting with dedcon if you only have a demo version of the game, the only thing you actually can do is watch game recordings.

I'm fairly certain you won't find any help with 'cracked' games here.

That, and no, it won't work. Keygens also don't work.

If you want to host for your friend, your friend needs to give you his authentication key anyway. With his permission, you can use his key in your Defcon client to test the server.

Borrowing isn't exactly enough :) While the server is running with his key, he must not host games with the same key. He can play in games hosted by others just fine, but hosting himself will a) be illegal duplicate use of the key and b) not work properly. Just thought I'd clear that up.
