Shortcuts won't work

I just want to be able to open a folder in Windows, double-click the DEFCON icon and start playing, but every time i click, it says "This application has failed to start because Steam.dll was not found. Re-installing the application may fix this problem." The icon in my Steam games menu works fine, but I want to be able to use the icons in my Games folder. I mean I purchased Garry's Mod via Steam, I can click both the icon in Steam AND my folder and it still plays. Is there a solution to this? By the way, I didn't make the shortcut, it was put there automatically during install, but the shortcuts I make don't work either.

If anyone knew how to help you, I am sure they would have replied. Have you tried asking on the Steam forums?

Well then, I am not sure what to tell you. It is possible that the Steam version of Defcon is simply not meant to be run without Steam.
