slow jumpy mouse movement

hi after having to do a fresh install on my pc i have found that the mouse moves very slowly and jumpy,making it impossible to play the game
i have gone thru the forum for answers without luck,although a few others seem to have the same problem
All my drivers are up to date,the rest of the game seems to be ok,i have aslo reduced my screen res to 800 x 600 in my settings and also the prefrences txt
i have had it working fine before but had to change some settings and cant remember which ones,can anyone help?
a few specs
pentium 4 2.4 ghz on board sound
matrox 450 dual mon vid card
640m ram
2meg broadband connection

i think i had to change the pref txt but cant remember how,and as said before i should be able to get it working on my pc as it did before with less memory
i have reduced all the graphics to a minimum
and also it only seems to occur once i have pressed new game

Does it happen only when you create a new game? (Not when joining a game)

when the main screen is running its fine,then when i try to start a new game,the screen where you select ur country etc it slows and becomes jumpy and then on into the game

have also just tried to join a game and the same happens on the select game screen

What operating system are you running? Was the only change between the installs memory, or have you also updated drivers etc. since then?

I know this is not helping, but if you ran Linux, you could try this: http://forums.introversion.co.uk/defcon ... php?t=4506
(Sorry, but getting a toggle option to call glFinish() or at least glFlush() into Defcon is one of my personal crusades here :) )

It may seem counterintuitive, but you may want to keep the CPU as busy as possible while taking the heat off your GPU. Enable all details that use CPU power, and disable fillrate eaters. On the graphics options, object trails should be on, water rendering off, radiation off. Yes, lower resolution should be better. On the things you can toggle in game, population view should be off and orders on. It's a shot in the dark :) If it doesn't improve things, ignore my post completely for the future.

sorry forgot to mention that im using xp sp2 and added extra memory
And after reinstalling,i have updated all drivers,just cant work it out as i said it did work fine before,its driving me crazy

ive also noticed its even stuttering in the rolling demo
