No, it doesn't work theoretically in this game. Suppose you have close territories, such as EU vs Russia or Russia vs Asia. If you open up silos too early, my inbound bomber strike and/or sub strike will get the silos. Supposing far territories, you don't have enough time before Defcon 1 to get your subs into position to fire on the enemy. At least not safely fire on the enemy.
Winning a game of Defcon has more to do with your skills with a scalpel, rather than a sledgehammer. It's about paying attention to details, timing, precision and patience.
