I recently found out the hard way that it takes bombers about 2 or 3 minutes to arm their nuke after being launched. So I often found them getting shot down when bombing silos that were very close to the airbases.
Place airbases during DEFCON 4, once you know where the silos are.

Defcon 3 is definately the cutoff for placing units. You want to place your airbases close enough to be out of AA range, but close enough to allow fighter support at sea or fighter scouting. If you're worrieda bout bombers not having enough time to arm before entering enemy airspace, send them out at a 90 degree angle. If you then order a SRBM attack but don't designate a target, the missile will arm and then be launched immdiately when you select a target.
