Is the DevCD e-mail address (devcd[at]introversion[dot]co[dot]uk) still active/checked? I recently bought the DevCD and sent in my order info as per
here but not much has come of it. My suspicions are raised primarily because the 'Contact Us' section is now working on a web-form basis, and the Uplink site has been out-of-date in a lot of areas for a while.
I'm fine with waiting, just as long as I know that I've actually done what I need to do!

Rank? You need to have bought the Dev CD from the Introversion store in order to download the file

Question: If I were to order the DevCD now would I get the updated version? and would it be available as a download or mailed on a CD? Thanks in advance

I guess, you would get 1.31 on a CD shipped to you.
But this 1.54 Update contains everything that is on the 1.31 CD. To download it you will need to have access to the
Development forum which you have right to access once you purchased the Dev CD.

So I'm assuming that If I buy the Dev CD and get the 1.55 patch, it will work with steam?

Yes, mods made with devCD 1.55 will work with Uplink Steam 1.55 (which is currently in beta).
The devCD 1.55 contains all the files nedded to play Uplink on is own.

I still don't have access to the Dev forum, and I PM'ed NeoThermic about it around June of last year apparently... And I really would like the updated version of the CD. Should I just PM him again, or what?
