Does patch 1.31 contain all the things from previous patches, or do I need to install all of them in order?
Apparently, most of the features that would be from 1.2 (according to
http://guide.modlink.net/section11.php ) are not working.
(I hope this hasn't been asked before)

Yes, 1.31 contains everything. It has all upgrades.

As a clarification: I can buy features (like the IRC addition) but they don't seem to work properly (I get a blank black box).

You need to point the IRC client in the correct direction. I would suggest you download WolfLords uIRC mod as it improves the in game client.
The server is irc.uplinkcorp.net port 6667, channel is #uplink

Ah; I thought the default settings would work....
The scrollbar doesn't appear to work at, for example, the InterNIC logs... (you can't drag it) Is it supposed to work like regular Windows scrollbars, or is it supposed to be without dragging?
