There is no such program that I know of.  There is the Uplink Gateway Creator which I believe is avalible at www.modlink.net .  :)

There is also the Uplink Lan Creator, and even the DevCD if you feel so inclined...

You might find it by going to the "Order Online" link on the main Uplink page
