What would be really useful is if a paperclip popped up everytime you started a mission or job and it tries to offer you advice...
"I see you are writing an email, would you like help?" Yes, No
"I see you are attempting to copy those files, would you like help?" Yes, No
"I see you are trying to hack a bank, would you like help in return for your soul?" Yes, No, Die Paperclip of Satan Die!!!
Then in order to get rid of the paperclip for good you could choose from a large collection of programs to buy which will destroy it in loads of interesting and different ways.

If you hadn't noticed, there is a tutorial to get you started. The game is supposed to be challenging. If people were spponfed the answers to all their problems it would make the game so much less interesting. Half the fun is in working through these problems.

I don't think it is meant as a "help" tool per say. More as something amusing, like the MS paperclip that pisses everyone off.
