What I would really like to see is robust non-player characters. They could be computer controlled "people" you meet in the game that help or hinder you in various ways.
Your character's friends could help pump up his reputation by saying good things about you and help you get jobs. One of them could even turn out to be the next Bill Gates and hire your character for lots of money.
Some characters might be able to help with some kinds of missions, but not progress as far or as fast as your character does.
Some might get your character big discounts on hardware or software.
Some might call in their favors later by asking for help in return.
Others might sell your character out and get him in trouble for cash, or frame him for jobs that they've done that the authorities are investigating.
Once Uplink has solid non-player character support, it should be easier to add decent multi-player support.
I see this as a prudent first step that will benefit everyone. After all, eveyone plays the single-player mode, and would benefit from more interesting gameplay.

I'm going to wait and see what the Developer CD license fee is before I get too excited by the thought of working on a mod.
